This analysis had to be done on a per capita basis because the larger counties will always have a larger number of people in prison than the smaller ones.  In order to make it an "apples to apples" comparison I took the population of the Department of Corrections and broke it down based on the number of inmates that came from each circuit.  Then I determined the population of each circuit based on the U.S. Census estimates for each county as of 2006.  The inmate population of each circuit was divided by the total population for each circuit and the remaining number multiplied by 1000 to give me the number of inmates in SCDC from each circuit per 1000 of population in that circuit.  As you can see, the 16th Circuit and the 12th Circuit lead the state.
We do not sacrifice tough sentences to achieve speedy prosecution.
